ITEM 1 Chairman Majikes welcomed member schools to the meeting and quickly introduced the PIAA District II committee members as well as PIAA Associate Executive Director Dr. Robert Lombardi.

ITEM 2 Chairman Majikes gave a summation of
the year’s activities conducted by District II and thanked all member schools
for the utilization of their facilities and services during the past year.
ITEM 3 A motion was made by Bob Coleman
(AD-Scranton High School), seconded by Jim Warner (AD-Abington Heights High
School) to approve the minutes of the 2003 Annual Business meeting and to
dispense with the reading of said minutes.

ITEM 4 Frank Victor, District II Treasurer,
gave the 2004 Treasurer’s Report. Our
operating budget for 2003-2004 was set at $282,450. Our fund balance as of

ITEM 5 Jim Higgins presented the Credential’s
Report stating that there were 23 member High Schools and 31 member Junior High
Schools present for the Annual Business Meeting. Chairman Majikes then instructed the
Credential’s Committee to distribute the amendment ballots in preparation for
discussion and vote.
ITEM 6 Chairman Majikes introduced Dr. Robert Lombardi, who presented a
summation of the proposed amendments prior to voting.
1) To amend Article IV, Dues and Enrollment Report, Section 1, Annual
Dues and Enrollment Report, of
the PIAA Constitution, to provide for consistency with Article III, Attendance,
Section 6, Charter School
2) To amend Article IV, Dues and Enrollment
Report, Section 1, Annual Dues and Enrollment Report, of the PIAA Constitution,
to provide for an appropriate penalty for member schools that
fail to file the requested enrollment report by the specified deadline. 47

facilitate integration of the Public Schools in the County of Philadelphia into
the PIAA governance structure by requiring that, for a period of 4 school

ITEM 7 SPORTS REPORTS:
a) Tennis (
b) Volleyball (Maureen Williams): Sports Chair Williams announced that the district packets have been distributed.
c) Track/Field (
d) Baseball (Frank Galicki): Sports Chair Galicki reviewed the baseball format for the spring championships. He reminded member schools that if they are not going to compete in the Open Tournament they need to contact him. He also announced that it is highly recommended by the committee that an Athletic Trainer be available at any district game and that if you need assistance in acquiring the services of a trainer to contact him. Chairman Majikes also announced that Lackawanna County Stadium is unavailable for the district championships due to a scheduling conflict with the Red Barons.
e) Softball (Bob Okrasinski): Sports Chair Okrasinski reviewed the softball format and explained that the request of the “A” schools to move to an Open Tournament will not occur in the current cycle, but will be considered for next year. Also, all schools are reminded to have their ‘banned bat lists’ with them per PIAA requirements.
f) Field Hockey (Dr.
g) Swimming (Jim Higgins): Sports Chair Higgins announced that the state
meet has been moved from
i) Wrestling (Dan Donovan): In Dan’s absence, Bill Hilburt thanked all who helped in the very successful administration of the most recent district championships.
j) Basketball (Frank Victor): Sports Chair Victor announced plan to
continue the Open Tournament format for the next 2 year cycle. Chairman Majikes announced that he is very
optimistic that the current bracket proposal before the State
k) Cross Country (Bill King): Sports Chair King announced that the district championships will remain at the Scranton Municipal Golf Course and that he hopes to move to the same timing machine scoring as utilized at the state championships. In addition, he announced that the state qualifiers for the next 2 years will be as follows in AA and AAA for both boys’ and girls’: AA will receive 3 team invitations as well as 15 additional individual invitations; AAA will receive 1 team invitation as well as 5 additional individual invitations.

n) Sportsmanship (Frank Galicki): Sportsmanship Galicki announced that the Sportsmanship Awards will not be selected until the completion of the spring sports seasons due to a change in the state selection format.
o) Football (Tom Jenkins): Sports Chair Jenkins reviewed the 2004 and 2005 state football playoff brackets. The state has reworked the brackets to reflect better balance in the number of schools in the eastern and western bracket as well as creating sub regional tournaments that eliminate travel by bracketing adjoining districts. For the next 2 years the tournament structure will be as follows:
A: sub regional with District IV – 2 teams from each district will qualify, Week 11 both districts will run a District Championship and the winners will meet in Week 12.
AA: District II will run its own 4 team district tournament in Weeks 11 and 12.
AAA: sub regional with District XI – 1 team from each district will qualify and there will be 2 wild card teams. Semifinals will be in Week 11, finals in Week 12.
AAAA: sub regional with Districts IV and XI – 1 team from II/IV will qualify, 1 team from XI, and 2 wild cards. Semifinals will be in Week 11, finals in Week 12.
Options for 2006 and 2007 are to start the football season a week early, play 10 weeks, and then run playoffs for three weeks OR start the season as we do now, play 9 games and run playoffs for three weeks. A and AAA would run a 4 team tournament, AA would run an 8 team tournament and AAAA would run an 8 team sub regional with IV and XI.
