Meeting was convened at 4:50 p.m. by Chairman Majikes
ITEM 1 Chairman Majikes called the meeting to order at 4:50 p.m.

ITEM 2 A motion was made by Tom Jenkins, seconded by Tom Finan, to approve the minutes of the September 15, 2004 meeting. All Ayes
ITEM 3 Frank Majikes presented the Treasurer’s Report in Frank Victor’s absence. He reported a current fund balance (as of October 6, 2004) of $115,664.82. The financial report for the year ending June 30, 2004 showed expenses of $324,689.04 and receipts of $357,534.03, with a final balance for the year of $126,074.09 – a net profit for the year of $32,844.99. Frank also reported a total return to member schools of $70,541 for their participation in District II playoffs during the course of the 2003-04 championship seasons.
A motion was made by Joe Lalli, seconded by Don Kanavy, to approve the treasurer’s report as submitted. All Ayes
ITEM 4 Chairman Majikes reported to the committee that a request has been made by a parent of a District II athlete to seek a grandfather clause in the eligibility for vocational-technical students that would allow seniors to continue their eligibility at their home schools if their vocational-technical school sponsors their own athletic programs. Chairman Majikes informed the committee that this would require a change in the by-laws by the PIAA State Committee. The committee decided to table the request for further discussion.
ITEM 5 Chairman Majikes informed the committee that he has the information for distribution to both Honors Award (team plaques) and Superior Trophy (individual medals and scholar/athlete plaques). Joe Lalli ‘volunteered’ to get the information to the appropriate place.
ITEM 6 Chairman Majikes distributed the revised meeting dates to the committee members. Changes will be reflected on the District II webpage.
ITEM 7 SPORTS REPORTS:
a.) Football (Tom Jenkins): Tom reported that the 1st reading approving an early start to the official practice season has passed 21-8. The proposal must now pass a 2nd and 3rd reading. The 3rd reading must pass with 20 affirmative votes. The current point totals for Districts I, II, IV and XI may be found at www.district-one.org. The amended totals will be available on Tuesday following the weekend games. Current standings (through week 5) are now available on that site. Tom also reported that prices for the District 2 playoffs will remain at $5 adults/$3 students at both the pre-sale and the gate. Those same prices will also hold for sub regional games that are hosted by District II. A sub regional game could involve District I, II, IV or XI.
Tom also announced the District schedule for Weeks 11 and 12:
AAAA: District II/IV is guaranteed 1 of the 8 spots in the Eastern sub regional. If ranked as a higher seed in the field of 8 they will host in either week 11 or 12.
AAA: District II and XI will be involved in a sub regional of 4 teams – 1 from each district guaranteed with 2 wildcards. Week 11 will be on the field of the higher seed, Week 12 at a neutral site.
AA: District II will have their own 4 team tournament – Week 11 at the site of the higher seed, Week 12 on a neutral field.
A: District II and IV will have their own championships on Week 11 and the two champions will meet on Week 12 at a neutral site in District II.
b.) Volleyball (Maureen Williams): The committee considered Abington Heights request to move to AAA in Girls’ Volleyball for this year. After discussion, a motion was made by Jim Sabatini, seconded by Mike Costanza, to deny Abington Heights request to move up in class to AAA for the 2004-05 school year. All Ayes
c.) Field Hockey (Tom Finan): Tom announced that the District Championship sites will be College Misericordia, Crestwood or Lake-Lehman – guaranteeing a final on a Field Turf surface. Tom will confer with Chairman Majikes prior to making a final selection for the games.
e.) Tennis (Rose Crotti): Rose announced that the dates for the District Girls’ Tennis Tournaments have been adjusted. The Team Championships will be held on October 18th and 19th, the Singles Championships on October 21st and 22nd and the Doubles Championships on October 25th and 27th. The format has been mailed to member schools. If you have not yet received a copy of the format please contact Rose at 343-2110, ext. 419 (work) or 343-1458 (Fax). Rose also announced that District II will host the first round of the state tournament on Tuesday, October 26th.
f.) Golf (Marty Lawler): Marty announced that the Golf team championships will be held at Glenmaura on October 21st.
ITEM 8 Chairman Majikes announced that Wyoming Valley West will be filing an appeal with the PIAA State Office regarding the two game suspension that
was approved by the District II Committee at their September meeting.
Chairman Majikes will keep the committee informed as to the progress of the appeal.
ITEM 9 Chairman Majikes discussed a situation regarding Article IX, Section 4 of the PIAA By-Laws that deals with representing multiple teams at the same level of competition. A school from another district appeared before the PIAA Board of Directors and requested relief from penalties. By a vote of 20-10 the request was granted (District II voted ‘no’) and the district involved will discuss the issue at their next committee meeting.
ITEM 10 Chairman Majikes offered a clarification of the coaching box rule. All schools are required to have a coaching box for all levels of competition (Varsity, Junior Varsity, Freshmen, Junior High) for both boys and girls. The ‘box’ will start where the scorers’ table ends and go 14 feet down the bench toward the end line, or, schools may start at the end line and go 28 feet up the sideline toward the scorers’ table for the starting point and then go 14 feet back toward the end line.
ITEM 11 Chairman Majikes reported that the PIAA is currently examining the eligibility rules for charter, cyber charter and home school students. Currently, charter students are eligible at their ‘home school’ in those sports that the charter school does not have; cyber students are eligible in all sports at their ‘home school’; and, home school students are eligible at their ‘home school’ only if the local school board has passed a resolution that allows that participation.
ITEM 12 Chairman Majikes reported that the PIAA is also currently examining the eligibility rule that allows for a waiver of the age rule (Article 1, Section 3) for those students who have an IEP and meet other requirements as set forth in the waiver.
ITEM 13 At the most recent PIAA State Committee meeting, District IV requested that Williamsport Area High School be granted a waiver from Article 16 (Season and Out-of-Season Rules) in order for their baseball team to participate in a tournament that is scheduled to begin three days prior to the permissible first playing date for baseball. The PIAA State Committee voted 31-2 to deny the request.
ITEM 14 Chairman Majikes distributed the results of the Ad Hoc Committee on Competitive Cheer that was presented at the most recent PIAA State Committee meeting. The Committee identified the following issues that they would like to be discussed at the local level in hopes of measuring their impact:
· Identified season with in/out of season regulations
· Source of revenue to state association. Now school district funds are sent out of state (Florida, Virginia, California)
· Schools benefit without revenue
· Pep Squads/Sideline cheerleading squads vs. competitive cheer
· Elimination of national championship participation
· If schools are PIAA members, they must follow applicable rules
· Judging concerns – quality and quantity
· Sunday competitions
· Length of competitions
· Governance will improve safety
· Consistent rules
· Availability of qualified coaches’
· Testing of officials
· Improve Title IX balance

ITEM 17 A motion was made by Rose Crotti, seconded by Bob Okrasinski, to grant eligibility to the following transfer students, in accordance with Article VIII, Section 8 of the PIAA By-Laws:

ITEM 18 Chairman Majikes presented a request for the District II Committee consideration regarding a junior high soccer district championship. Following a discussion, the committee decided to table the matter for further discussion.
