MINUTES OF APRIL 14, 2005 MEETING

@ WILKES-BARRE VOCATIONAL-TECHNICAL SCHOOL

 

Meeting was convened at 4:15 p.m. by Chairman Majikes

 

ITEM 1           Chairman Majikes called the meeting to order at 4:15 p.m. 

 

                        Absent but accounted for: Donald Kanavy, William King, Ross Scarantino, Phil Cappellini

                        Advisor Present: Phil Latinski, Don Rogers (District II Solicitor), Delores Dalickas

 

ITEM 2           A motion was made by Tom Jenkins, seconded by Frank Galicki, to approve the minutes of the March 10, 2005 meeting.  All Ayes

 

ITEM 3           Frank Victor announced that he will have a complete treasurer’s report for presentation at the April 20, 2005 Annual Business Meeting.  Frank also distributed 2004-05 Expense Sheets to committee members and asked that they be returned at the Business Meeting next week.

 

ITEM 4           A motion was made by Ray Lowery, seconded by Jim Higgins, to approve the purchase of PIAA District II jackets for the committee members.  All Ayes     

 

ITEM 5           A discussion was held regarding a concern brought forth by Delaware

Valley regarding a District II Championship recognition for their 2004

AAA girls’ volleyball team.  District II did not have enough teams to

sponsor our own AAA tournament and Delaware Valley was able to

compete in the District XI tournament.  It was agreed that no action would

be taken this year, but that the committee would put in place guidelines to

be utilized in this situation in future years.

 

ITEM 6           Chairman Majikes appointed a committee of the officers to report on the stipends paid for game workers at all of our District II sponsored championships.  There is a wide discrepancy between various league and school fees for ticket collectors, trainers, etc. and the committee will establish a set rate of fees for all positions.

 

ITEM 7           Chairman Majikes quickly reviewed the format and agenda for the Annual Business Meeting to be held on Wednesday, April 20, 2005 at the Pittston Convention Center at 4:00 p.m.

 

ITEM 8           Chairman Majikes reviewed the availability of all District II committee members for the Business Meeting and the Banquet.

 

ITEM 9           Chairman Majikes reviewed the various banquet responsibilities of the District II committee members who will be in attendance at the Business Meeting and Banquet.

 

ITEM 10         Chairman Majikes asked all committee members to remind their principals and athletic directors to forward each of the schools banquet reservations to Frank Victor as soon as possible.

 

ITEM 11         Chairman Majikes reviewed the major topics of discussion at the recently held steering committee meetings in the PIAA Offices.  Those meetings included Basketball, Wrestling and Swimming.

 

ITEM 12         Chairman Majikes announced that the PSBA Executive Board, at its regular March 18, 2005 meeting, approved Ray Lowery as the School Board Representative for District II for a two year term effective July 1, 2005 through June 30, 2007.

 

ITEM 13         Chairman Majikes reviewed the following topics of interest from the last PIAA State Committee meeting:

 

                        a.)  An article from the Philadelphia Daily News of March 28, 2005 in which District XII officials praised their student – athletes for their performance in their first full year of PIAA competition.

                        b.)  A number of articles and correspondence was received from around

                        the state regarding the private/public school debate surrounding the PIAA

                        Basketball Championships.  This is an annual topic and, once again, the

                        Basketball Steering Committee acted overwhelmingly to not support a

                        recommendation presented by a public school superintendent to split the

                        private and public schools for basketball championship competition.

                        c.)  Chairman Majikes also presented a number of newspaper articles from

                        around the state discussing the recruitment of student-athletes and transfer

policies.

 

ITEM 14         Chairman Majikes reported to the committee that a student-athlete from

Mt. View High School, junior Matt Panasevich, had participated in the National High School Coaches Association High School Junior Nationals

Wrestling Championships at Cleveland, Ohio from March 29, 2005 through April 1, 2005.  Participation by an underclassman in an all-star event may result in the loss of a year of eligibility.  Chairman Majikes provided each committee member with a response from the Mt. View High School Principal, Colin Furneaux, detailing the results of his investigation.  Mt. View acknowledged that Matt did indeed participate in the event with the full knowledge of the administration.  The administration was not aware that such participation could endanger Matt’s eligibility and asked that the athlete not be punished as a result of the oversight of the administration.

Following a lengthy discussion, a motion was made by Ray Lowery, seconded by Frank Galicki, to accept the report as submitted by Mr. Furneaux without any further action regarding the eligibility of Matt Panasevich.  Furthermore, the secretary of the District II committee has been instructed to write a letter to Mr. Furneaux thanking him for his forthright and complete investigation and communication to the District II Committee regarding the incident.  All Ayes

 

ITEM 15         Chairman Majikes reported to the committee that he has received a request

                        from the administrations of Sacred Heart and Carbondale Area High

                        Schools asking permission from the District II Committee to schedule an

                        out-of-season basketball game between the two schools in this, Sacred

                        Heart’s, last few months of existence.  Chairman Majikes informed the

committee that, through communication with the State Office, the PIAA State Board of Directors denied the request, and the District II Committee is unable to act affirmatively upon such a request without

                        endangering the eligibility of all underclassmen involved in the contest. 

                        He has communicated to both schools that such a contest with a different

                        format such as seniors only would be within the PIAA By-Laws.

 

ITEM 16         Chairman Majikes announced that the PIAA State Office has announced

                        the following site changes for upcoming state championships beginning

                        with Boys’ Tennis this spring.  The PIAA Board of Directors also

                        approved the sites for Girls’ Volleyball, Field Hockey, Soccer and

                        Football.

 

·         Boys’ and Girls’ Team Tennis from Altoona to Hershey (change)

·         Girls’ Volleyball to Central York High School

·         Field Hockey to Crum Stadium in Allentown

·         Soccer and Football to Hershey

 

ITEM 17         SPORTS REPORTS

 

a.)  Boys’ Tennis (Joe Lalli):  Chairman Lalli presented the format for the upcoming District Boys’ Tennis tournament.  A motion was made by Mike Costanza, seconded by Maureen Williams, to approve the format as submitted.  All Ayes

Joe also requested that the District II Committee assign 2 tennis judges for the Boys’ Singles and Doubles semifinals and finals at the rate of $50/judge/day.  A motion was made by Joe Lalli, seconded by Tom Jenkins, to approve the assigning of 2 tennis judges for the Boys’ Singles and Doubles semifinals and finals at the rate of $100/judge/day.  All Ayes

b.)  Track (Jim Sabatini):  Chairman Sabatini presented the format for the upcoming Track Championships.  The Championships will be played as follows:  Junior High (Saturday, May 14 @ Hanover JSHS); AAA (Tuesday, May 17 @ Scranton Memorial Stadium); AA (Thursday, May 19 @ Scranton Memorial Stadium).  A motion was made by Tony Rusnak, seconded by Bob Okrasinski, to approve the format as submitted.  All Ayes

c.)  Volleyball (Maureen Williams):  Chairman Williams reviewed the proposed format for the volleyball spring championships and reviewed a number of concerns that she has before finalizing the format.  The format will be approved at the May meeting.

d.)  Soccer (Ray Lowery):  Chairman Lowery presented the format for the Girls’ Championships.  A motion was made by Maureen Williams, seconded by Jim Higgins, to approve the format as presented.  All Ayes

e.)  Softball (Bob Okrasinski):  Chairman Okrasinski presented the format for the softball championships.  He reminded everyone that umpires will be paid by the host school through the semifinal rounds and that the tournament will be played on the home fields of the higher seed through that semifinal round.  A motion was made by Tom Finan, seconded by Frank Galicki, to approve the format as submitted.  All Ayes

f.)  Baseball (Frank Majikes):  Chairman Majikes presented the baseball format.  As with softball, all games through the semifinals will be played on the higher seeds field and the home team will pay all umpires.  The finals are slated for Lackawanna County Stadium on June 1st and 2nd.  If there is inclement weather on either of those dates the site will have to be moved due to a scheduling conflict with the stadium.  A motion was made by Mike Costanza, seconded by Jim Sabatini, to approve the baseball format as submitted.  All Ayes

                       

ITEM 18         Chairman Majikes reviewed a report submitted by Hanover Area Acting Superintendent Jim Sabatini regarding the forfeiture of a varsity track meet with Wyoming Valley West due to the participation of two ineligible student-athletes.  Both student-athletes had previously participated at the junior high level making their participation at the varsity level a violation of the PIAA By-Laws.    A motion was made by Frank Galicki, seconded by Tom Finan, to accept the report and actions taken by the Hanover Area administration.  All Ayes

 

ITEM 19         A motion was made by Tom Finan, seconded by Frank Galicki, to adjourn the meeting.  All Ayes
